In regards to Elemental have you ever checked out the original Deadlands rpg (not the D20 version). It has a card based mechanic for resolving actions, initative, &#38; etc... It has been a while but if I remember correctly it was built around poker (setting is alternate future/old west/sci fi though not like Serenity).

I don't think it fits the rule light feel you are looking for with Elemental but if you are building a card based game it would be worth a skim.</description>
